Add a comma at the end of the line:

$to = "chrischracker@hotmail.com";

now this error comes again:

#1064 - You have an error in your SQL syntax; check the manual that corresponds to your MySQL server version for the right syntax to use near '<?php
   $to = "chrischracker@hotmail.com"' at line 1

this does not sound like a php error - this is a mysql error message.

How are you running this?

If this is the complete file, it should be run directly in the browser window, or called directly by a form or flash loadVars component.

MySQL has nothing to do with it.
