is necessary a additional element to run XML in a Web server?

No - XML is just a way to format data.  It's an open standard so their are not that many restrictions.

In addition - XML is not really a magical or server side language, but yes you will need some type of server side script if you want to write XML.

Pick up a copy of Flash and XML by the Jacobson's at your local bookstore for more info.
