Publishing time also depands on the size of your FLA & the system's performance. As far as multilingual site is concerned then iif you are using the technique that is used in  the samples of flash fo rmultilingual site, then i dont think that the publishing time is affected much but if you have a lot of text in the site & all is connected to the translation tecnique & the XML files, then it is normal to slow down the process as flash player is not very good in handling text & strings.

with regard to fla (2.8MB) and the performance system I do not think... on the other hand I used indeed the demonstration of macromédia and I have several translated text... The problem probably comes from there... In this connection, is a this error to want to integrate more text than the fact macromedia... Does Y have til a too important loading risk for the Internet or latency time is not very perceptible for this one? Does Y have til another solution? (can the PHP be?)
     ???

I will suggest you then, to use PHP for detecting user's location & show the movie appropiately. As far as movies according to users is concerned, try o use manual methods, for e.g. there is another sample in flash called text enhancements, use that technique to keep your text outside flash & for each language either create a seperate file or use database to bring contents for flash movie according to the user's selected language
