On A Site Of Mine I Have The Frame Rate At 30 and I Got A News Ticker That In On Another Swf With A Frame Rate Of 5 That Gets Loaded Into It And It Sets The Frame Rate On It To 30 Like The My Webpage..
Is There A Way To Set The Frame Rates

You have to adapt your ticker.
Framerate is allways the rate of the master movieclip - the clip, which loads the others.
All loaded clips receive theire framerate from the root clip.
